This is Taph. He is one of the devil executives who helps run the service industries in Hell, he is currently the Director of Soot and Molten Resources.

Since a workplace accident of falling into one of the Soot Recycling Vats during a workplace inspection, Taph has developed an obsessive compulsive habit of always needing to be clean. He often sits in his office in a towel having just coming from or going to another shower and has a nervous tick in his right eye. His slightly paranoid and unstable nature (along with his prized rubber duck collection) makes him quite the unusual boss of the devils and lesser demons working under him.
